Scotts Bluff County Commissioners are concerned that recently passed legislation intended to reform the state’s juvenile system could end up costing the county a lot of money.
The lengthy LB 561, coming in at 136 pages, is intended to evaluate, treat and rehabilitate youth at risk, rather than punishing them.
